Des contributions pourraient \u00e9galement \u00eatre vers\u00e9es pour soutenir les services d\u2019apprentissage int\u00e9gr\u00e9s au parcours des CMDC \u2014 notamment l\u2019\u00e9ducation financi\u00e8re, la formation \u00e0 l\u2019engagement civique et aux comp\u00e9tences num\u00e9riques \u2014 afin d\u2019am\u00e9liorer l\u2019employabilit\u00e9 et la r\u00e9ussite des dipl\u00f4m\u00e9es et dipl\u00f4m\u00e9s des CMDC au Canada.<\/p>\n<p>Bien qu\u2019une version mature du mod\u00e8le des CMDC puisse ultimement \u00eatre autofinanc\u00e9e, sa mise en place initiale pourrait n\u00e9cessiter un soutien financier, \u00e0 l\u2019image d\u2019autres investissements publics dans la formation dirig\u00e9e par l\u2019industrie, comme l\u2019Initiative de perfectionnement des comp\u00e9tences pour l\u2019industrie, dot\u00e9e de 250 millions de dollars.<\/p>\n<p>Le Fonds de d\u00e9veloppement des comp\u00e9tences mondiales constituerait un investissement initial modeste. Les Partenariats mondiaux pour les comp\u00e9tences (PMC) actuels sont g\u00e9n\u00e9ralement financ\u00e9s par les pays de destination<br \/>\nau moyen de l\u2019aide publique au d\u00e9veloppement. Cela permettrait au gouvernement de renforcer l\u2019utilisation de l\u2019immigration \u00e9conomique comme levier de comp\u00e9titivit\u00e9, un objectif soulign\u00e9 dans le Budget 2025. Les modifications devraient inclure des ajustements au Syst\u00e8me de classement global (SCG) et \u00e0 la s\u00e9lection fond\u00e9e sur des cat\u00e9gories, notamment :<\/p>\n<ol>\n<li><strong>Modifier le Syst\u00e8me de classement global (SCG) pour reconna\u00eetre que la formation canadienne offerte \u00e0 l\u2019\u00e9tranger par l\u2019interm\u00e9diaire des CMDC est \u00e9quivalente \u00e0 la formation suivie physiquement au Canada.<\/strong> Avec l\u2019essor de l\u2019apprentissage \u00e0<br \/>\ndistance, le lieu physique n\u2019est plus un indicateur fiable du caract\u00e8re \u00ab canadien \u00bb de la formation. Le SCG pourrait \u00eatre modifi\u00e9 afin que les \u00e9tudes postsecondaires effectu\u00e9es dans un CMDC offrent le m\u00eame nombre de points que les \u00e9tudes r\u00e9alis\u00e9es au Canada : 15 points pour un programme d\u2019un ou deux ans; 30 points pour un programme de trois ans ou plus. Ces ajustements refl\u00e9teraient la valeur r\u00e9elle de la formation des CMDC pour l\u2019int\u00e9gration au march\u00e9 du travail canadien.<\/li>\n<li><strong>Aligner la s\u00e9lection fond\u00e9e sur les cat\u00e9gories d\u2019Entr\u00e9e express avec les occupations cibl\u00e9es par les CMDC.<\/strong> Le gouvernement du Canada et les fournisseurs de CMDC devraient collaborer pour garantir que les candidates et candidats form\u00e9s dans les CMDC soient prioritaires dans les fili\u00e8res<br \/>\npertinentes, y compris la s\u00e9lection fond\u00e9e sur les cat\u00e9gories. \u00c9tant donn\u00e9 que les CMDC forment des travailleuses et travailleurs pour combler des besoins \u00e9conomiques identifi\u00e9s\u00a0 \u2014 notamment des p\u00e9nuries critiques \u2014 il serait logique que les CMDC indiquent les codes CNP pertinents correspondant \u00e0 leurs formations; et que le gouvernement du Canada s\u2019assure que ces codes soient int\u00e9gr\u00e9s aux cat\u00e9gories prioritaires d\u2019Entr\u00e9e express.<\/li>\n<li><strong>R\u00e9introduire l\u2019attribution de points dans le SCG pour les candidates et candidats ayant une offre d\u2019emploi dans des secteurs prioritaires confront\u00e9s \u00e0 des p\u00e9nuries.<\/strong> La reconnaissance des offres d\u2019emploi permettrait d\u2019accorder une priorit\u00e9 accrue aux dipl\u00f4m\u00e9es et dipl\u00f4m\u00e9s des CMDC qui ont d\u00e9j\u00e0 obtenu un emploi canadien, ce qui renforcerait leur capacit\u00e9 \u00e0 combler des p\u00e9nuries essentielles de main-d\u2019\u0153uvre. Le minist\u00e8re de l\u2019Immigration, des R\u00e9fugi\u00e9s et de la Citoyennet\u00e9 (IRCC) travaille \u00e0 moderniser le syst\u00e8me d\u2019immigration gr\u00e2ce \u00e0 un portail en ligne simplifi\u00e9 et \u00e0 une plateforme de gestion des cas plus efficace.<\/p>\n<p>Pour permettre au Canada de mieux rivaliser dans la course mondiale aux talents, le gouvernement devrait poursuivre ses efforts visant \u00e0 acc\u00e9l\u00e9rer les d\u00e9lais de traitement des voies d\u2019immigration \u00e9conomique.<\/p>\n<p>Actuellement, ces voies ont des d\u00e9lais d\u2019attente variant de six \u00e0 treize mois. Pour que le syst\u00e8me d\u2019immigration soit bien align\u00e9 sur le mod\u00e8le des CMDC, ces d\u00e9lais doivent \u00eatre rationalis\u00e9s afin que, peu apr\u00e8s la r\u00e9ussite de leur formation, les dipl\u00f4m\u00e9es et dipl\u00f4m\u00e9s puissent s\u2019installer rapidement et sans obstacles au Canada. Des d\u00e9lais trop longs rendraient in\u00e9vitablement la formation dans un CMDC, et l\u2019immigration au Canada en g\u00e9n\u00e9ral, beaucoup moins attrayantes. Le gouvernement du Canada devrait viser un d\u00e9lai maximal de quatre mois pour toutes les voies d\u2019immigration \u00e9conomique. Les provinces devraient envisager d\u2019allouer un certain nombre de leurs places aux dipl\u00f4m\u00e9es et dipl\u00f4m\u00e9s des CMDC et de les nommer dans le cadre de leurs volets existants des PPC.<\/p>\n<p>Apr\u00e8s avoir d\u00e9montr\u00e9 le succ\u00e8s de la nomination de dipl\u00f4m\u00e9es et dipl\u00f4m\u00e9s de CMDC dans les volets actuels, les provinces pourraient envisager de concevoir un volet sp\u00e9cifique pour ces candidats. Un pour cent des places f\u00e9d\u00e9rales en immigration \u00e9conomique devrait \u00eatre r\u00e9serv\u00e9 \u00e0 ce projet pilote (sans incidence sur les PCP, les programmes qu\u00e9b\u00e9cois de travailleurs qualifi\u00e9s ni les volets destin\u00e9s aux gens d\u2019affaires)<\/h4>\n                                \n                                                                \n                            <\/header>\n                            \n                                                        <div><p>Le Programme des travailleurs hautement qualifi\u00e9s \u00e0 l\u2019\u00e9chelle mondiale constituerait une voie pilote vers la r\u00e9sidence permanente pour les participantes et participants aux CMDC ayant termin\u00e9 une formation pertinente pour combler les besoins prioritaires du march\u00e9 du travail canadien. L\u2019objectif n\u2019est pas de faire des CMDC un raccourci vers la r\u00e9sidence permanente : les dipl\u00f4m\u00e9es et dipl\u00f4m\u00e9s des CMDC seraient un bassin de talents ayant re\u00e7u une formation canadienne dans des domaines prioritaires, \u00e9labor\u00e9e en partenariat avec des employeurs, des \u00e9tablissements et des gouvernements canadiens.<\/p>\n<p>L\u2019allocation d\u2019environ 1 300 places la premi\u00e8re ann\u00e9e permettrait \u00e0 ce projet pilote d\u2019\u00eatre comparable en ampleur \u00e0 d\u2019autres projets pilotes r\u00e9cents d\u2019immigration \u00e9conomique (p. ex. le Programme pilote agroalimentaire, le Programme pilote d\u2019immigration au Canada atlantique, le Projet pilote sur la mobilit\u00e9 \u00e9conomique).<\/p>\n<p>En fonction des futurs plans d\u2019immigration et des r\u00e9sultats des CMDC, ce volet pourrait \u00eatre \u00e9largi. Ils b\u00e9n\u00e9ficieraient de services d\u2019accompagnement complets pour les aider \u00e0 se pr\u00e9parer \u00e0 la vie au Canada et \u00e0 naviguer dans le processus d\u2019immigration. Plus ce processus est fluide, plus les dipl\u00f4m\u00e9es et dipl\u00f4m\u00e9s seront pr\u00eats \u00e0 contribuer rapidement au march\u00e9 du travail canadien.<\/p>\n<p>Le gouvernement du Canada pourrait financer des organisations offrant des services juridiques, des services d\u2019\u00e9tablissement et des services d\u2019orientation dans les syst\u00e8mes, par l\u2019entremise d\u2019un volet du Programme des travailleurs hautement qualifi\u00e9s \u00e0 l\u2019\u00e9chelle mondiale.
